that all america remembers from last friday of the children at sandy hook school in newtown, connecticut, filing out heading for safety at the firehouse. i don't know that i can look at the faces of these children as their names have been roartd and not think of my own kids when they were that age and especially of my own grandchildren now who were just a little over a year old. but i saw in the eyes of those children what all of us see, an innocence, happiness, an interest in the future and just the greatest dreams in the world. well, in one brutal, debraved -- deprived hometown those dreams ended when that gunman forced way into sandy hook school and shot those poor, innocent children. at that moment some people stepped forward who really became heroes of the day. four teachers, rachel davino, anne marie murphy, lauren rousseau, victor yoa soat pe merry sherlach the school psychologist, and dawn hochsprung the principal who walked into the face of this gunman to try to stop him from harming any chirp. we'd like to think any of us would rise to a standard of courage they showed. i hope

's attention, but the same total loss of life at sandy hook happens more than twice every day all year long. this is personal for me, not just because the mall shooter was in my district, but i had a high school friend who was killed with a random freak drive-by shooting, my brother took his life with a handgun as a young man. i supported gun provisions at the state and federal level at every opportunity. it might be different now. not just because the horrific image of parade of funerals for children, i submit mayor bloomberg's advocacy for gun safety and mayors who brare the brunt of the gun violence. i welcome the president's leadership and will support any reform that he advances. but i would urge my colleagues to read the columns in the "sunday times" by my fellow oregon ann, nick, and another in "washington post." they demonstrate, we know what works. there are examples around the work. even in america with lax weak gun protections there are in fact some regulations in some places and they make a difference. let's treat gun violence like any public health crisis which i would say losi

.s. and the very irony that we are confronted with at sandy hook is that the firearm industry's trade association, their headquarters are located just across the highway from the sandy hook elementary school, and while it is important, i also have a bill that i want to acknowledge, h.r. 6680, the firearm licensing and record of sale act of 2012, a legislation aimed at establishing a nationwide system for prohibiting unlicensed gun ownership and granting the u.s. attorney general broader authority over the program. as sad and inexplicable as the sandy hook incident is for all of us, we must be cognizant of the fact that gun violence has been terrorizing neighborhoods in chicago, detroit, houston, washington, d.c. for decades now. one of my local newspapers, the "chicago tribune," reports that at the end of the march murders in my city had spiked to almost 60%. and as of june, homicides in chicago were up almost 20% over last year. 488 murders to date. ranging from 18 months to 19 years, these are americans also shot down like dogs in the street. as i recall and exspeerns -- experience you can't es

it from happening again. mr. tonko: sure. absolutely. you know, the impact of sandy, representative garamendi, comes on the heels of last year's storm with irene and lee. a double whammy. that impacted several counties that i represent. and upstate new york was devastated. it was the loss of life, of lives. there was destruction to the public infrastructure, many businesses, farms and housing were destroyed. tremendously so. and the need to rebuild became very apparent. this year with sandy, the same sort of impact, this time in a very densely populated region of new york city, long island, and the southern portions of new york state. and so i think it's a stark reminder, a very real example, a very painful outcome that speaks to the need of investing, investing in our infrastructure. and so as we go forward there's also an opportunity to improve upon what existed at the time of these storms. for instance, in the energy networks, utility networks, we can do state of the art. we have taught other nations how to build those systems. it's time to do nation building at home. and i think

over to. they feel that the chris christie support for the request for a sandy relief is hurting them with republicans, so things move on rather quickly in politics. host: there are some lingering feelings that chris christie did not do what mitt romney. and then it was said they did not change anything. is go there is a lot of rearview mirror grumbling when it comes to chris christie in this campaign. -- guest: there is a lot a rearview mirror bromelain -- bromelain. he was not a staff favre, to put it mildly, but what i found out is that when the grumbling took place, mitt romney's said, "i know this. i was a governor, too," cindy msoft chris christie. some were deeply angry about the chris christie embrace of president obama in the final days of the campaign. looking at the polling in ohio before the hurricane, president obama was up, so it was not like a hurricane affected alive. i think president obama was up in virginia before the hurricane, as well. the hurricane did not help the romney cause. it froze the campaign for a couple of days, but he had a problem before sandy. guest:

lady and the chairman. when i mention the words hurricane sandy and the tragedy in newton, connecticut, many would wonder what do they have in common. an enormous gun tragedy and the loss of 26 lives, and americans suffering from a devastating storm. our hearts go out to those babies lost. it speaks to americans in need. that is why i am so trouble to be on the floor today. the framework we have says to america when you are in need, we will not be prepared to help you. what is disappointing, and i know for the speaker, it is probably the same case. just about three days ago, we thought there was a deal between the white house and the framework offered and the leadership of this house. it is disappointing. in the course of a couple of days, we have come to a situation where this plan, plan b, raises only about $300 billion from high income households. the centers for budget priority suggests millionaires would get tax cuts over $1 million. what would the middle class get? plan b allows the old bush tax cuts to continue to continue the deductions for the rich, giving them more opportunit

for sandy on the east pork inhere's a lot of that. call your delegates. my question to you, in regard to what i've heard on president obama in regard to social security is trying to incorporate changes cpi -- chained cpi. a person would pay $1,200 more in one year and over. 30 years, $28,000. could you go in depth on that for me? guest: there are different ways of computing the consumer price index. one of those is to change how much we saved for food and shelter and so forth for the proportions of the previous year as opposed to a base year. that gives you a somewhat lower rate of inflation. economists would argue that is more realistic and a fairer way to index and the government benefits. i have a problem with that. as an economist, i'm interested in perfection of measurement. as a guide u.s. to operate in washington, i am also concerned with equity. older folks really have a different basket of goods than and people. when was the last time grandma and grandpa went out and bought a suite of bedroom furniture. young folks do that. where is older folks spend much more in health care.
